Custody and decisions
Participating institutions retain responsibility for funds, approvals, business decisions and their systems of record. Translation work does not transfer those responsibilities to Interlayer.

Interlayer combines professional services, translator development and research. Each engagement defines the technical scope, responsibilities and data-handling arrangements required for the participating organisations.
Explicit deployment arrangements
Deployment location, access, logging, retention and support responsibilities must be agreed. A hosted arrangement, if proposed, requires its own description of processing and operational controls.
Defined validation
Mappings, test cases and acceptance criteria should be inspectable by the responsible teams. Evidence produced during an engagement supports their review; it does not constitute independent certification or regulatory approval.
Proportionate data handling
Use synthetic or approved test data wherever possible. Where operational data is needed, its permitted use, access and retention are agreed before it is shared.
Neutrality in practice
Our intended approach is to support interoperability without taking over participating organisations’ business decisions. Commercial scope, dependencies and responsibilities should be transparent so each organisation can assess the arrangement.
Cross-border work remains subject to the requirements applicable to the organisations and deployment involved. A neutral technical approach does not remove jurisdictional obligations.
